Ok then that leaves the most obvious thing: Your Host changed something on the Server. Contact your Host and ask them to correct the problem on the Server with the /tmp directory.

Since you have completed that upload zip installation troubleshooting test and it worked fine then that means that most likely the problem is isolated to WordPress itself and NOT a Server issue....
