Initially the whitelist textarea was empty, so I ran the cURL scanner which outputted this:

I adjusted it to
/disqus-popular-threads-widget/js/wp-disqus-pt.js, /wp-page-numbers/default/wp-page-numbers.css
The pre-installation wizard is still failing.
